County of Orange On-line Bid Management System

By registering with the County online bidding system provider, you will automatically be notified when solicitation opportunities of company interest, become available. As a registered user you will also have access to respond to bids electronically.

On July 1, 2023, the County transitioned to a new eProcurement solution (OpenGov) for publishing solicitations and receiving vendor responses. Register your account to begin receiving email notifications for the County’s Bid/RFP opportunities. Registration is 100% free for vendors!

Please register with both Periscope and OpenGov to maximize your opportunity, as the County will be utilizing both systems until we fully transition to OpenGov by the end of the calendar year.

Summary Sign Up Instructions

For Periscope:

To register with the County online bidding system provider, follow these steps:

  1. Go to County online bidding system’s Supplier Registration page
  2. Fill in Contact Information and Create Log-in Information, then submit.
  3. Within 24 hours, the County online bidding system will send you an e-mail regarding your activated account.
  4. Contained in that e-mail will also be a log-in link; click on that link.
  5. Once logged in, you will want to customize your account per commodity(ies) and region in the Tools section.
  6. You will receive an e-mail from the County online bidding system when a bid, proposal or quote has been released from Orange County that matches your registered commodity(ies).

For OpenGov:

  1. Register to bid and receive notifications of future opportunities in OpenGov by selecting Subscribe to create an account.
  2. Follow updates to existing solicitations by finding the solicitation and clicking the Follow button. This will allow all interested parties to receive amendments and addenda automatically.
  3. Submit questions and receive answers for open solicitations.
  4. Guide vendors through the process of responding electronically to RFPs, bids, etc. to ensure submissions have been accurately completed.
  5. Ultimately, be your one location for all bid opportunities issued by the County.
